    The Director of Aviation Operations reports to the Senior Vice President, Chief Human Resources Officer. This role is a flying position that also leads a team of pilots, maintenance mechanic, flight scheduler and support staff.

    Responsibilities

    • Manages all facets of Aviation Operations including flight operations, aircraft maintenance, finances, purchasing (capital projects), hiring, and hangar administration
    • Ensures safe and efficient flight operations
    • Ensures compliance with applicable Federal Aviation Regulations, international regulations, OEM operating procedures, NTSB reporting requirements, company SOPs, industry best practices, and other industry/company initiatives, as applicable (e.g,. IS-BAO, etc.)
    • Responsible for the professional standards of the crewmembers
    • Ensures compliance with all applicable government regulations and laws (State, Federal, International)
    • Ensures compliance with all national and local environmental laws and requirements
    • Establishes and administers corporate policy for use of outside air charter operators
    • Establishes standards, in coordination with Human Resources, for employee minimum qualifications, recruitment, and compensation. Conducts pre-employment interviews, and manages selection of new employees
    • Responsible for development of department employees, through corporate performance management and employee coaching initiatives
    • Participates in the Safety Management System
    • Prepares the Aviation Operations corporate spending plan (CSP)

    • Establishes and implements all Aviation Operations flight and maintenance policies and procedures
    • Develops Standard Operating Procedures
    • Establishes the standards for Pilot, Administrative Support, Corporate Flight Scheduler, and Aircraft Maintenance Technician performance and training
    • Develops and implements all required approved training programs for crewmembers
    • Maintains training records for crewmembers and ensures that qualifications are current
    • Issues directives and notices to crewmembers as required
    • Supervises all aircraft scheduling activities
    • Ensures that crew scheduling complies with flight and duty time limitations
    • Ensures that all airports and routes served by Aviation Operations are operationally suitable and meet company requirements
    • Oversees all hangar operations including maintenance and security protection of the Aviation Operations facility
    • Maintains flight proficiency and necessary flight and aircraft type ratings
    • Acts as a flight crewmember (PIC/SIC as appropriate)
    • Prepares and administers Aviation Operations annual operating budget, capital budget, purchasing, and operational expenses. Communicates Aviation Operations budget performance to management and department personnel throughout the year
    • Manages Aviation Operations government/authority financial obligations (taxes, SIFL, user fees, etc. Compiles, submits and maintains all necessary and required records and paperwork
    • Evaluates outside contract agencies (Fixed Base Operators, maintenance facilities, etc.) to ensure they have adequate facilities, personnel, and experience to perform the required service functions Manages contracts with outside service providers, including but not limited to training, scheduling, maintenance, charter operators and software/EFBs
    • Evaluates charter operators for certification as approved providers. Will maintain list of approved charter providers, and will audit operators as needed
    • Administers performance evaluations of direct reports
    • Serves as a company representative with respect to other corporations and to the local and state aviation community
    • Develops and implements the Safety Management System. Will monitor ongoing SMS for effectiveness in daily operations
    • Develops and maintains the Flight Operations Manual
    • Participates in the distribution, review, and response of accident, incident, and other occurrence reports in collaboration with the Safety Captain
    • Maintains a current operations library and distributes new information as appropriate. Seeks to remain informed on the latest developments within the business aviation community, including best practices, standards, regulatory developments, operational mandates, and training initiatives

    Qualifications

    • Holds a valid Airline Transport Pilot Certificate
    • Holds a type rating and maintains currency for up to two (2) of the types of aircraft operated, if applicable
    • Possesses a First-Class FAA Medical Certificate
    • Possesses knowledge with respect to the operation of the Aviation Operations, the content of the Flight Operations Manual, the provision of Title 14 of the CFRs, and the standards necessary to carry out the duties and responsibilities to ensure safety
    • Possesses a bachelor’s degree

    OBJECTIVE

    The purpose of the Chief Pilot (CP) position is to ensure that every flight operating under Talon Air’s Part 135 Air Carrier Certificate and Part 91 Aircraft Management program is continuously conducted safely, in compliance with all FAA and other government regulations, in conformance with operational specifications, and ultimately with the customer’s experience and high degree of satisfaction in mind, while upholding the values of an outstanding family business environment.

    POSITION SUMMARY

    The Chief Pilot is a critical leadership role for the Operations Department. The CP will bring in and maintain a strong track record in aviation that includes a focus on safety and successful management of the pilot workforce. The CP will provide day-to-day leadership and motivation for the pilot team to deliver excellent technical and operational performance needed to achieve overall department goals. This includes recruiting, training, career path management, and aircraft operating standards. Additionally, the CP will support Talon Air’s  exceptional customer service interest with clients while utilizing the services offered within the department.

    • Assist with the development, communication, and implementation of efficient operational procedures, policies, and effective growth strategies
    • Ensure that the department flight operations are properly staffed, organized, trained, and directed to fulfill its responsibilities
    • Drive department to achieve business goals and objectives
    • Ensure that the department and personnel have the adequate resources needed to perform their jobs successfully and efficiently
    • Coordinate with the scheduling team to ensure proper scheduling of aircraft and pilots, as well as tracking of flights
    • Assist in promoting a healthy culture for the department and the pilot team that benefits employee engagement, happiness, customer loyalty, safety, integrity, and overall excellence
    • Support the Director of Operations when conducting performance evaluations for the department that provides feedback to and from the employees, as well as a planning for corrective actions needed to be successful in their role
    • Support the Director of Operations while performing basic HR functions for the department including recruiting, interviewing, hiring, and onboarding of new pilots and counseling or discharging of personnel
    • Establish and maintain a close working relationship with the FAA
    • Prepare and maintain all pilot training, flight and duty, and proficiency records
    • Maintain all record keeping, including those that FAA and the company requires
    • Ensure aircraft documents, checklists, publications, and databases are continually up to date
    • Manage iPad EFB program and tablets including updates to documents
    • Oversee and schedule training resources and their execution, including aircraft training flights, simulator, enroute flight checks, ground school, and other learning courses used by department
    • Conduct basic indoctrination and emergency training, as well as other internal training to include customer service
    • Coordinate with the Director of Operations and Director of Maintenance on the timely communication and correction of mechanical repairs, as well as planned inspections or maintenance work on the fleet around scheduled flights
    • Perform flight duties as Captain on qualified aircraft based on scheduling needs and crew capacity
    • Complete Flight Safety training authorization IAW Talon’s training program
    • Provide ops on call after hours
    • Maintain the 12.5 security program
    • Assist in conformity process of new airplanes to Talon certificate
    • Complete all FANS/CPDLC compliance packages for our large cabin fleet in coordination with NEXGen and OAPS poral.
    • Ensure policies and procedures are followed and paperwork is submitted by crews in a timely and legible manner
    • Exercise authorization and compliance per CFR 119.69
    • Spend time approximately 50% flying and 50% office duties

    Requirements

    GENERAL QUALIFICATIONS
    KNOWLEDGE AND EXPERIENCE

    • Must hold an Airline Transport Pilot certificate (ATP)
    • Must have served for at least 3-years as a Chief Pilot for a Part 135 or Part 121 turbine multi-aircraft operator [or] have served at least 3 out of the last 6 years as PIC in a department that performed turbine multi-aircraft operations under Part 135 or Part 121
    • Extensive knowledge of FARs, ACs, SAFO/InFO,
    • Solid understanding of SOPs and industry best practices
    • 3+ years within general aviation and equivalent operational experience to include familiarity with aircraft maintenance scheduling, crew and staff management, and customer relations
    • Check airman, instructor, and safety manager experience preferred
    • Bachelor’s degree

    Director of Flight Operations – Red Wing Aviation

    The Director of Flight Operations position is a senior management position.  This position exists to help ensure the ongoing viability of the company through proactive management of RWA’s flight operation.  The Director of Flight Operations must possess excellent written and verbal skills, exceptional interpersonal skills and an understanding of the General Operations Manual, FAA regulations including FAR 135 regulations, operations specifications, and flight manuals. Director of Flight Operations instills, promotes and maintains a “just” company culture allowing for open and honest communication to ensure that staff feel safe and appreciated. 

    Responsibilities:

    • Reports to AM and acts on behalf of the AM in his/her absence

    • Manages the Flight Operational Personnel according to the Organization Structure 
    • Coordinates appropriate operational activities with applicable leadership 
    • Exercises authority and supervision over the preplanning, execution and termination phase of flight operations in a safe, efficient and economical manner 
    • Supports the AM in ensuring that adequate resources are available to meet the company and regulatory requirements 
    • Monitors changes to applicable laws, regulations or other information pertaining to aviation activities and promulgate these within the company 
    • Ensures that information contained in the GOM is kept up-to-date, present the GOM to the Competent Authority for acknowledgment/approval 
    • Responsible for the administration, issue and distribution of the GOM 
    • Reports all accidents and incidents during or regarding flight operations that come to his attention, to the authority 
    • Ensures that all NAV database subscriptions are uninterrupted (this is a Maintenance Control function) 
    • Electronic Flight Bag Administrator and responsible for all topics related to the EFB and required documentation.  If required, he coordinates all required issues to establish and EFB system across the fleets (e.g. set up an EFB trial phase, all required statistics, prepare required requests for the Authorities etc.) 
    • Determines the qualifications of the flight crew to be employed 
    • Determines the flight operational standards and practices, and ensures their compliance with all relevant national and international regulations and with the provisions of the FAA. 
    • Evaluates operational safety data at least every 3 months to identify trends in a close cooperation with the Safety Manager.  Based on trends identified through the reporting system by the Safety Department he decides on the appropriate action and implements it accordingly 
    • Delegates his duties through a handover to a designated Chief Pilot 
    • Maintains daily oversight of operations and gives appropriate direction to all operations departments 
    • Has oversight and gives direction to HOCC (or operations service provider) 
    • Assesses and initiates the development of OCC procedures 
    • Responsible for maintaining and efficient and productive relationship between the commercial department and OCC/Flight Operations 
    • Timely communicates accidents/incidents and occurrences he becomes aware of to the safety manager 
    • Informs the Safety Department of changes which might affect safety and for which a Management Change is required 
    • Acts on actions raised on Centrik Safety module within due date, if not possible he will request a relevant motivated extension.  If he disagrees on action raised, he rejects the actions providing an explanation 
    • Regularly attends Safety Meetings 

    Qualifications Required for Director of Flight Operations :  

    Required Education and Experience: 

    • Must meet the qualifications of FAR 119.65  
    • Previous flight operations and leadership experience preferred 

    Specific skills: 

    • Good knowledge of the General Operations Manual, FAA regulations, operations specifications, flight manuals, and other pertinent information relating to duties. 
    • Excellent written, verbal skills, and interpersonal skills, including dispute resolution and objective discipline. 
    • Strong computer skills, including Microsoft Office Suite and the ability to learn new software platforms.

    Job Responsibilities – Chief Pilot

    1. Manages flight crewmembers (pilots and flight attendants), including hiring, indoctrination, and training. Develops and manages flight crewmember performance with an emphasis on ensuring that all flight crewmembers adhere to safety, technical and service standards and function together as a team.
    2. Develops, implements and monitors operating standards and procedures for flight crewmembers.     5. Obtains and maintains regulatory authorizations with states having jurisdiction over aircraft operations conducted by the Corporate Aircraft Department.

    7. Works closely with the Corporate Aircraft leadership team to ensure effective communication and coordination among all personnel groups in support of the department’s goals and objectives.
